About Northern LGPS:

Northern LGPS is a c£70bn pooled investment partnership for the Local Government Pension Scheme, bringing together the investments of Greater Manchester Pension Fund, Merseyside Pension Fund and West Yorkshire Pension Fund. 

Building on the foundations of its collaboration over several years, Northern LGPS is now entering the next phase of its development. This phase focuses on establishing an FCA authorised investment management company with a dedicated senior leadership team; strengthening governance and creating a clear operating model to support long-term investment outcomes.

These roles offer the chance to shape strategy, set standards and build leadership capability for the long term, working closely with the partner funds, who are both shareholders and clients, Boards and regulators to ensure Northern LGPS continues to evolve as a well-governed, resilient investment organisation. 

The Roles:

Northern LGPS is entering an important next phase and is appointing its inaugural senior leadership team to support the organisation’s future development. This includes the recruitment of a Chief Executive Officer, Chair, Chief Investment Officer, Chief Risk Officer and Non-Executive Directors. Collectively, these appointments will play a key role in shaping leadership, governance and long-term decision-making for one of the UK’s largest public investment partnerships.

The role 

  • Set the overall vision and strategic direction for Northern LGPS within a strong governance framework 
  • Lead the establishment of the organisation, including culture, operating model and leadership team 
  • Build and lead a high-performing executive team 
  • Act as the primary interface with the Board, partner funds, regulators, Government and other key players in the financial services industry

An opportunity to lead the next phase of investment strategy for Northern LGPS, shaping how capital is managed for decades to come. 

The role 

  • Design and deliver the long-term investment strategy for Northern LGPS 
  • Continue to build and lead the c£70bn investment function, which includes a number of externally and internally managed mandates and a well-developed private-markets programme 
  • Set standards for portfolio construction, performance monitoring and responsible investment 
  • Act as senior investment adviser to the CEO and Board 
  • Work closely with risk and governance colleagues to support well-governed decision-making within appropriate risk frameworks 
  • Build and oversee a Pool advisory function, providing advice on strategic asset allocation, responsible investment and local investment to the 3 partner funds 
  • Carry out the SMF 18 role for a c£70bn AIFM with MiFID permissions.

The role(s) 

  • Provide independent challenge and oversight at Board level 
  • Contribute expertise across investment, risk, governance or operations

  • Uphold high standards of governance and decision-making 
  • Act in the long-term interests of the partner funds who are both clients and shareholders of the Pool 
  • Carry out an SMF role appropriate to the appointment, which may include SMF14 (Senior Independent Director) and/or committee chair roles under SMF10–13, for a c.£70bn AIFM with MiFID permissions.

PAUL BATTYE

CHIEF EXECUTIVE & LEAD CONSULTANT

Paul Battye is the lead consultant at Hoffmann Reed working with Northern LGPS.

Paul has 24 years experience in executive search having led Board, C-suite, and Senior Management searches for Asset Owners, Asset Managers and the Professional Advisors across the globe. He advises clients on how to attract, retain and develop the best senior leadership talent with diversity and inclusion at the core of all our service offerings.

In addition, Paul has previously held non-executive director positions in the sports and professional development industries as well as acting as a trustee for a leading children’s cancer research charity.

PHILIPP HAAS

CONSULTANT & HEAD OF RESEARCH

Philipp Haas is a trained psychologist with a career at Hoffmann Reed built on methodical research discipline and finely tuned interpersonal judgement.

Philipp manages full search cycles, stabilises complex mandates, and maintains a consistent operational rhythm. His psychological background shapes his process: he detects cognitive distortions early, strips out unintended bias, and drives DE&I-critical searches with technical accuracy rather than slogans .

Philipp speaks English, German, and Chinese fluently, which allows him to run multinational stakeholder groups without translation loss. 

NATHANIEL DELO

RESEARCH ASSOCIATE

Nathaniel Delo supports Hoffmann Reed as a Research Associate, focusing on identifying Board, C-suite, and senior leadership talent across the pensions and investment sectors. He is responsible for market mapping, candidate engagement, and intelligence gathering.

Nathaniel brings prior experience as a researcher for a Shadow Government Minister, where he supported policy development and stakeholder analysis. He is currently studying Politics and International Relations at the University of Surrey alongside his role.
